Heat the oven to 375°F and line a rimmed sheet pan with parchment. Drain 1/2 cup salsa in a fine sieve for 5 minutes, reserving the other 1/2 cup separately for finishing.
Soak crushed chips in milk for 5 minutes. Stir in eggs, drained salsa, corn, onion, chipotle, cumin, oregano, salt and pepper.
Fold in beef and shape a 9-by-5-inch loaf about 2 1/2 inches high. Bake for 45 minutes.
Spoon the reserved undrained 1/2 cup salsa over the loaf. Bake for 10 to 20 minutes more until the center reaches 160°F.
Rest for 10 minutes so the softened chip binder firms.
Cut into 8 slices and spoon the cooked salsa from the top across the portions.
