Heat the oven to 400°F and grease all 12 cups of a standard metal muffin pan with 1 teaspoon oil.
Soak cornbread crumbs in milk for 5 minutes, then stir in egg, carrot, scallions, remaining tablespoon oil, salt and pepper.
Fold in turkey gently. Divide evenly among the 12 muffin cups, filling without compacting the mixture.
Stir tomato sauce, maple syrup and vinegar together and spoon a thin layer over each muffin.
Bake for 20 to 25 minutes until the center of several muffins reaches 165°F.
Rest for 5 minutes, loosen the edges with a thin spatula and serve 2 muffins per portion.
