Heat the oven to 375°F. Set a lightly oiled oven-safe rack over a foil-lined rimmed sheet pan.
Mix panko, sour cream, eggs, onion, mustard, garlic powder, salt and pepper and let stand for 5 minutes. Fold in beef gently.
Shape a 9-by-5-inch loaf about 2 1/2 inches high on the rack. Lay bacon strips across the short width with slight overlaps, tucking their ends just underneath.
Bake for 60 to 65 minutes until the center reaches 160°F and the bacon is cooked.
Broil 6 inches from the element for 1 to 3 minutes only if the bacon needs more browning, watching constantly.
Rest for 10 minutes and cut through the bacon with a sharp knife into 8 slices.
