Heat oil in a 6-quart pot over medium-high heat. Cook turkey and onion for 7 to 8 minutes, breaking up the turkey and cooking it to 165°F.
Add peppers and cook for 3 minutes. Stir in garlic, paprika, oregano, salt and pepper for 30 seconds.
Add tomatoes, broth and Worcestershire. Bring to a simmer and cook uncovered for 10 to 12 minutes until pepper pieces are tender.
Break up any clumps of cooked brown rice and stir the grains into the soup. Simmer for 3 to 4 minutes until the rice is hot throughout and reaches 165°F.
Divide among 6 bowls and serve while the grains remain distinct in the tomato broth.
