Season the sirloin with 1 teaspoon salt, heat the oil in a Dutch oven over medium-high heat, and brown the beef in 2 batches for 4 minutes per batch.
Lower the heat to medium and cook the onion for 5 minutes, then stir in the garlic and chili powder for 30 seconds.
Pour in the ale and boil for 2 minutes while scraping the browned bits from the pot.
Add the tomatoes, red beans, broth, remaining salt and beef and simmer partly covered for 50 minutes until the beef reaches at least 145°F and is tender.
Simmer uncovered for 10 minutes until the sauce becomes thick and glossy.
