Cook the bacon in a skillet over medium heat for 7 to 8 minutes until browned, then lift it onto paper towels and pour off all but 1 tablespoon of fat.
Add the beef and onion and cook for 8 minutes, breaking up the meat, until it reaches 160°F.
Stir in the garlic, chili powder and smoked paprika for 30 seconds, then transfer the mixture and bacon to a 6-quart crockpot.
Add the tomatoes, black-eyed peas, broth and salt and cook covered on low for 6 hours until the peas are tender and the liquid has reduced.
Stir in the vinegar and rest the chili uncovered for 10 minutes so the fat can be skimmed if needed.
