Heat the oven to 400°F and grease a 9-by-13-inch baking dish.
Brown the beef, onion and bell pepper in a large skillet over medium-high heat for 8 to 10 minutes, until the beef reaches 160°F, then drain the fat.
Stir in the tomato sauce, ketchup, brown sugar, mustard, Worcestershire and salt.
Simmer uncovered for 8 to 10 minutes, until the filling is thick enough that a spoon leaves a trail across the skillet.
Spread the hot filling in the dish, sprinkle it with cheddar and arrange the biscuits about 1 inch apart on top.
Bake for 20 to 25 minutes, until the biscuits are deep golden and cooked through at their centers.
Rest for 5 minutes before serving one biscuit with each scoop of beef.
