Cook the beef, onion and bell pepper in a skillet over medium-high heat for 10 minutes until the beef is finely crumbled and reaches 160°F.
Drain the fat, add the garlic, chili powder, cumin and oregano, and cook for 30 seconds until fragrant.
Transfer the mixture to a 6-quart crockpot and stir in the tomatoes, black beans, olives, raisins, broth and salt.
Cover and cook on low for 5 to 6 hours until the pepper is soft and the raisins have swollen into the sauce.
Stir well and rest uncovered for 15 minutes before serving so the sweet and briny flavors settle into the tomato base.
