Mix the chicken with the ginger, 1 tablespoon soy sauce and salt and refrigerate for 30 minutes.
Toss the chicken thoroughly in the potato starch, pressing until every wet spot is covered, then rest for 10 minutes.
Heat 1 1/2 inches canola oil in a medium Dutch oven to 325°F.
Fry the chicken in three batches for 5 minutes until cooked through but only lightly colored, then drain on a rack.
Increase the oil to 375°F and refry each batch for 90 seconds to 2 minutes until rigid and crisp; verify a large piece reaches 165°F.
Simmer the gochujang, vinegar, honey, remaining soy sauce and sesame oil in a wide skillet for 2 minutes until glossy.
Add the hot chicken and toss for no more than 20 seconds, then transfer immediately to a serving plate.
