Method
- Toast the dried chiles in a dry skillet for 20 seconds per side until fragrant but not black.
- Add the chiles and water to a saucepan and simmer for 10 minutes until soft.
- Transfer the chiles and soaking water to a blender with the tomato sauce, vinegar, cumin, onion powder, garlic powder, salt and cayenne.
- Blend for 1 minute until completely smooth.
- Return the sauce to the pan and simmer for 5 minutes, then cool to room temperature.
- Refrigerate overnight and use within 10 days.
