Season the sirloin with 1 teaspoon of the salt and blot the pieces dry.
Heat the oil in a Dutch oven over medium-high heat and brown the beef in 2 batches for 3 minutes per batch.
Reduce the heat to medium, add the onion, and cook for 5 minutes before stirring in the garlic, ancho powder, espresso and cumin for 30 seconds.
Add the tomato sauce, broth, Worcestershire and remaining salt, return the beef, and simmer partly covered for 50 minutes until the beef reaches at least 145°F and is tender.
Simmer uncovered for 10 minutes if needed until the sauce coats the back of a spoon.
