Heat oil in a heavy soup pot over medium heat. Whisk in flour and cook for 20 to 25 minutes, stirring constantly into the corners, until deep nut brown; lower the heat if it darkens too quickly.
Carefully stir in onion, bell pepper and celery and cook for 6 minutes until softened. Add garlic for 30 seconds.
Gradually stir in broth until smooth, then add chicken, andouille, bay leaves, paprika, thyme, cayenne, salt and pepper. Simmer gently for 25 minutes.
Meanwhile, combine rice and its 2 cups water in a saucepan. Bring to a boil, cover and cook over low heat for 15 to 18 minutes until tender; rest covered for 5 minutes.
Add okra to the gumbo and simmer for 10 minutes more until tender and the chicken reaches 165°F. Remove the bay leaves.
Divide the cooked rice among eight bowls and ladle the chicken, sausage and brothy gumbo over it.
